Hello and welcome to the forum.

The characters together mean Highest, supreme, tallest.

最高

zuìgāo

I am wondering though if this is Japanese as I can not find any meaning in Chinese for SaiKo.

I am sure someone else will be along to correct me or confirm,as I do need help when it could be Japanese.

Hope this helps.

Yes, saikō is the Japanese pronunciation. Basically the same meaning. But in Japanese it also means 'the best' (as in 'You're the best!') or 'the tops', especially in colloquial speech.
