The answer is No. Secondary education in China consists of two parts: 初中/初级中学 (grades 7-9), more commonly known as "middle school" or "junior high school" in English-speaking countries; and 高中/高级中学 (grades 10-12) "(senior) high school". Both 初中 and 高中 are a kind of 中学. The difference is like "secondary school" vs "high school". A 中学 in China may or may not have a 高中部. I don't know if there is a No 1 through 4 but this one is No 5.
