second try for CSC

Hi guys, 

I have applied for CSC scholarship B type 2019 and could not get it, but really want to study in China, so maybe can I apply for second year of my study- I will pay for my first year by my own and want to get a scholarship for next year, do you guys think that it is possible? 

Plus. I will study for masters degree in English.  

Please advice me if you know such cases :)
