(That's how it works in PKU at least, but you still need a recommendation institution) And as long as I know, for Shanghai Government Scholarship you can apply even before you start your studies. Fudan University has an agreement with my high school and they just came last week for admission, so I am pretty familiar with the procedure. Quote
