It can mean those things depending on the context, because that meaning overlaps with the meaning of 'cold and uncaring'. When written as a single word by itself, the 'cold' meaning is more prominent because that's literally the meaning of the first character. Also, as other posters have noted, that stencil is written in a font that is the Chinese equivalent of 'Times New Roman', which may or may not be what you want - or maybe you're just "not bothered"? 1 Quote
