It's the 'cold and uncaring' meaning of indifference rather than the 'I'm not bothered' meaning of indifference.

 

I wouldn't get it as a tattoo.

There's several common expressions each with a slightly different nuance, commonly see 无所谓 and 不在意 but for something like a tattoo maybe the more literary 无动于衷 would be better.

And make sure to get a better font...that one looks about as charming as a sign at a bus stop.

If you’re going ahead, PLEASE have someone who knows what they’re doing look at the calligraphy. You wouldn’t get an English phrase tattooed in Times New Roman.

I'm going ahead with the original plan Tuesday. 

This is just the stencil, not the real tattoo. The real tattoo will be 1 or 2 cms higher.

Consider taking the advice you asked for, this tattoo needs some editing before its good to get on your neck for the rest of your life. So many great fonts to choose from, so many better translations, don't rush things.

It can mean those things depending on the context, because that meaning overlaps with the meaning of 'cold and uncaring'.  When written as a single word by itself, the 'cold' meaning is more prominent because that's literally the meaning of the first character.

 

Also, as other posters have noted, that stencil is written in a font that is the Chinese equivalent of 'Times New Roman', which may or may not be what you want - or maybe you're just "not bothered"?
