Reading PDF Files with Zhongwen or Perapera Chrome Extensions?

Does anyone know if it is possible to click or hover to translate characters in a PDF file with either the Zhongwen Chrome extension or the Perapera Chinese Chrome extension?

I've figured out how to do this with the Reverso Context extension,  but unfortunately the Reverso extension does not offer Chinese.   Interestingly enough, they do offer Japanese!

As both of those you mention are browser extensions, unless the PDF was on a webpage I can't see how it would work. 

I did find this, convert PDF to Google doc which will then let you translate the document.

The odd thing is that Reverso is a browser extension and it works with my PDFs!   I just had to toggle a couple of buttons in settings and voilà.   I can't find similar options in the Chinese ones.
