How to get documents attested in china

What is the process of getting Chinese degree certificates / diplomas attested by a government official in China. My sibling studied in China soochow university but had to return to home country due to COVID. For the degree to be valid in home country the document has to be attested by Chinese government entity. Please let me know. And, please let me know how much fee is charged for getting the attestation.
