You don't need a HSK certificate if the course you are applying for is taught in English. 

 

If you are applying for courses taught in Chinese, I think the Universities will specify which level you need. I think it's usually HSK 4 or 5, maybe some Universities are more relaxed on the HSK level requirement though. 

 

I'm still learning about the process myself, so if anybody wants to step in and correct me, please do!

No worries, I would imagine it would be a struggle studying while at HSK 3 level. 

 

Also, you never specified what course you are applying for, is it Bachelors, Masters, or a language course?

Oh, in that case, I think HSK 3 will be accepted. My previous answers were assuming you were wanting to study some kind of degree course.
