He Shu, 1987 at Xianyang, Shaanxi. Not too sure about the Shu 秫 in the painter's name, seems to fit with the characters on the seal too but I'm terrible at seal script and wasn't sure about the modern calligraphy either. Someone better will be along to correct that hopefully. 湖光春色 is a set phrase for a beautiful autumn spring scene beside a lake (ETA and can by extension be used to call a person beautiful too IIRC).
