Getting visa in hongkong for british only?

i've read a lot about getting your F visa in hongkong, i'm Filipino, can I get mine there? or is this for British nationals only?

This page seems to suggest that you can't get the 1 year multi-entry at least. To be honest, I'd get in touch with an agency in advance, and have a back-up plan.
