I would make a different approach in order to let you understand this sentence. Actually, I don't think this is necessarily related to 把 structures. In your sentence 满膝盖都是 certainly has the function of state complement (状态补语), which is one of the requirements to form a 把 sentence, but you can also use that expression in other ways.

First you have to note that 满 denotes "lots of something" or "spread everywhere". The most common way of using this word is placing a borrowed nominal classifier (借用量词) and a noun (or even verbs or adjectives) after it, for instance:

满天云

满口粗话

But usually it is required to use some emphasizers like 都是:

满地都是玩具

满身是血

So in your sentence it could be:

满膝盖都是雪茄烟灰
