The Frill safari extension (https://frill.miknight.com) no longer works with Apple's new Safari extension gallery update, so I built a new one called Popover Chinese.

App Store download link is here: https://apps.apple.com/us/app/popover-chinese/id1548419843?mt=12 – check it out! It will translate Chinese on the webpage in Safari really quickly as you hover over it.
