I somehow thought that it would need to have 把 somewhere in there too.. 这周这个话题已经被提出过三次了 I do know the basic passive sentence structure, but this doesn't seem to emphasize that it was actually _me_ who had it brought up. "I have had this topic brought up" could mean it's been raised WITH you (three people have talked to you about it) or it's been raised FOR you by someone else (I sent a representative to the meeting to raise the issue).
