It says 鑒定 ("appraised") in an slightly more archaic form of the first character with the 金 radical, then there's a smaller 京 below, presumably the office where it happened bu can't read the rest. Star makes you think China but maybe that's a Japanese variant as second part of jian is simplified, will go and check. Then the place might be 京都 Kyoto.

Ah, so it's a number after the jing, thought it might be a three. Beijing office then rather than Suzhou.
