Consulate cannot find work permit notice in the system

I am applying for a Z visa.  I received my PU and foreigner’s work permit notice.  However, the consulate says it cannot find notice of work permit in the system.  Has anyone else experienced this?  How does it take to get a new notice of foreigner’s work permit in this case?
