Why's 攵 (to tap, to knock lightly) the semantic component of 致 (to convey to (archaic); cause; retire, resign; apply to; transmit; devote)?

How does 攵 or semantically appertain to 致? What semantic notion underlies them? Their meanings feel unrelated to me! Neither dictionary below answers my questions. 汉字源流字典 by 谷衍奎编 (2010), pp 1032-3.
