There's no implication of democracy in "President." Think:

 

President Mubarak

President Pinochet

President Amin

President Marcos

President Suharto

 

The problem in China is that leaders hold multiple posts, so one title might be appropriate when meeting a foreign dignitary, another when addressing a Party congress.

Thanks for your further feedback, folks. It seems I shouldn't object to the use of 'president' even when the person is question is not democratically elected.
