Is this chinese or japanese writing?

Hey there! Again I will need your help. Its another old picture and I am not able to read the writings there.

I would like to know if its chinese or japanese and where the motif is. And I would need the artists name.

It is Japanese writing. The first picture is a picture of Japanese shinto priests. The second picture contains the name Chiyoda (千代田) in large Chinese characters, which is the name of a neighborhood in Tokyo.

千代田之御表 is a series of 10 ukiyoe paintings by the woodblock artist 楊洲周延, published in 1897, Tokyo by 福田初次郎.

 

Yours seems to be a reproduction of the first part of the book, subtitled 芝増上寺初御成ノ図.
