Can I get a pre-admission letter from a Chinese university between July-November, the so-called second intake (for scholarship application through the embassy)?

I want to apply for the scholarship through my embassy in December 2022. Can I get a pre-admission letter for the remainder of the year? Can I get a pre-admission letter in the second intake (September)?
I mean, if it is not too late, having passed the traditional period of applications to Chinese universities (january-june I suppose).

Please, I would like to answer this question. I would like a pre-admission letter as I think it would increase the chances of being chosen by the embassy.

i don't think is possible because most of the university will open portals after the new csc window which is around November and in order to get pre admission u will need to apply from university portal(for some universities ) or csc portal and receive an interview once u pass an interview u will be awarded the preadmission, i can advice you to start preparing your material such as passport, draft a study plan, know the process of application through csc portal, research the best universities for ur major in order for things to go smooth when u start application process.
