Is this a rhetorical device?

这个 大家 见仁见智 互相 争论 辩论 这 很 正常

 

争论  to argue; to debate; to contend
 

辩论  debate; argument; to argue over

 

Is it a rhetorical device in Chinese to repeat the same thing with different words to give it emphasis?

I have also seen similar things with 2 chengyus following each other that basically mean the same thing (?)

 

edit (example): 一种 心不在焉 魂不守舍

I remember Chinese teachers in class seeming to repeat every other sentence for emphasis. The first time strongly, the second time a bit softly.

This rhetorical device is not specific to English only. It applies to English as well, especially in oral English.
