But now that the Chinese families can have 3 children, are those born before the rewrite of the law can now become a full citizen with the Chinese nationality or it's too late ? Quote

They (her family) still jokingly refer to him as their "black baby." But he now has finally been registered and "legalized." -------------------------------- For the Original Poster -- 黑车 is "black car" -- used to describe an illegal taxi, a private car without a proper taxi permit. They often cruise around the train and bus station in smaller towns. No meter or a sham meter. Quote
