I'm guessing it reads right to left and is the characters 廣彩 guǎng cǎi; that's the name of a type of porcelain, though other possible meanings might be intended. Is it on something ceramic?

yes it is on a porcelain plate.

It's known as Kwon-Glazed Porcelain, according to my search on Internet. Back in Qing Dynasty, it was made in Guangzhou 广州, and sold to foreign countries, I think that is why people call it 廣彩( we use 广 in mainland, simplified character of 廣).
