Can't guess the first character, there's a few with the mountain radical it might be, I thought possibly 㞲 but that's a placename it seems, then it's 清依依, a date 丁丑年 and signed 石云. I'm terrible with seal scripts I'm afraid.

If I'm right about the four character phrase it's about the pleasing/lingering freshness of some mountain scene. Thought it might be a line from a poem but nothing came up.

pretty sure the seal is 陸柏, which would make it a different name from the one written in running script... bit of an odd one, perhaps the artists 号?
