To know what these two signs mean

I would like to know what these two signs which look like Chinese means.

It's some kind of graffiti.  No idea what they say.  The second one might be upside down.

doesn't look like Chinese, the first one to me reads Joker, the second Gole-TKS. Probably tagging nicknames, TKS must be the name of the "crew".

They seems to be some kind of writing especially the second one, could not they be in a language which look like Chinese like Japanese, Korea..etc

I agree with @matteo. These look like tags. If you found these in your local area, keep an eye out for similar graffiti. If they're tags, you'll probably see them elsewhere.

I agree, this looks like (Western) graffiti to me, not an East Asian language.

Has the person who written these two signs especially the second one be able to write an East Asian language because I will not be able write them myself?

Probably not, the person who wrote this is likely just good at graffiti, not at an East Asian language.
