I want to express neutral realisation - for example if I try to book a ticket to the movies but the staff say tickets are sold out, and I want to respond ‘oh okay I understand’

I'd use 知道 in the situation you describe. Definitely end with a 了 to show you now understand where you didn't before.

Jim is right, as long as you place a 了 at the end, all your three options are okay.  There are my other word choices to replace 了解，and most of them below are better, such as 明白了，懂了，好的，知道了。

I used to say '噢，谢谢。'. Word-for-word translations can sometimes sound strange in another language.

Hardly do native speakers focus on the approximately meaningless different between 喔, 哦 and 噢, I'd say. Grammar books may elaborate many slight and subtle differences between the implication of these exclamation words, but I think, in real-world communication, the intonation matters more on the meaning you're expressing by these exclamation words.
