Applying for bachelor degree when i already have one

On the eligibility of CSC Scholarship, it's written

2. be an academically excellent holder of high school diploma or its equivalent under the age of 25 when applying for an undergraduate program;

It only said high school diploma so I was wondering if we're allowed to applying for bachelor degree on CSC scholarship when i've already got one from an university in my country. Thank you

Do you have to tell them you have a degree from your own country?

Well literally it only said that you should have a high school diploma(or equivalent) and should be under 25, so I think it'll be okay if you've already received a bachelor (and if there's no other entries restricting that). But still I recommend you to send them an email for an exact explanation. That'll be better than just guessing what this entry actually means.
