Any experience hiring people? (I want a computer/web programmer)

Hi, I am working on a web project. I want to hire someone to help me out with it.

I am not quite sure where to begin.

The project, is not a money making project, but I am willing to hire someone to get it done.

Perhaps even they are technicaly oriented and want to learn English, or already have a job and want something part time on the side.

Any thoughts of where to look?
