On my application I see the text listed below. What is this and where do I find one? I'm an adult over 40 who takes care of my own finances.

This requirement is, as you would expect, geared towards young people. If you were to ask the foreign affairs office at the school you are planning to attend, they might let you skip it. Otherwise, just have a relative fill it out. It is just a formality.
