Foreign debit cards allowed?

I wonder if foreign debit cards are allowed for Chinese to obtain. Cards such as Neteller, Uniclear etc..... There is many online payment companies offering debit cards, but the accounts will of course not be Chinese. Can a Chinese hold a foreign online account and have the debit card sent to China??
