Question about a sentence

I have come across a sentence which I'm not quite sure of the meaning of:

后来这个建议被广泛采纳并取得了很好的效果。

I don't quite understand the function of 并 in this sentence. The part before 并 if I understand correctly could also be formulated as "很多人采纳了这个建议". According to my Wenlin 并 can have the meaning of "and". Is this sentence to be understood as: "后来很多人采纳了这个建议, 这个建议也取得了很好的效果." If that is the case I don't quite understand how a 建议 can 取得 a 效果.

Or a slightly different way of putting it:

Subsequently the suggestion was widely adopted and proved to be very effective.

I think the sentence is marked as a passive voice because of 被 ..
