I would like to know the meaning of this expression. I have come across it in two radically different contexts and I'm not sure I grasp the meaning in both contexts. The first place is in this sentence from 活着:

If I understand it correctly in this sentence it means something like play cards.

This is the other context from CCTVS program "法治在线" http://www.cctv.com/news/society/20060228/101742.shtml

What does the expression mean in this sentence? The person saying the sentence is a police officer describing a criminal investigation so this certainly has nothing to do with playing cards

摸牌 in the second example may mean to check the car plates? I'm not sure if checking plates is translated as 摸牌 in Mainland China. But from the paragraphs, it seems so. :-?

The CCTV sentence is from a television transcript; I'd guess that 摸牌 is just a misprint for 摸排, which occurs later in the sentence as well:

摸排 is a thorough search. Basically they're saying here that they conducted an intense search of all the cars.
