The whole sentence means all those people of no importance/special skills, in the name of oversea inspection, leave the country for sightseeing. Again, it is not 貴無旁貸. It should be 責無旁貸 - duty bound And again, it is not 駕輕就熱. It is 駕輕就熟 - follow the beaten path, do s.t. with ease through experience 請調 = request (for) a transfer 單單住在美國這一項,便值回一切票價 - Living in America, this item alone, is worth it (all the effort) [this translation is bad... perhaps someone else would give you a better one] Quote

Whatever you are reading I think it needs serious proof reading.
