By doing so the service will be gradually shifted from the public sector to the private sector (less government spending, more money-making opportunities for lawyers, hotels, theme parks etc). It is expected that people from nearby countries and other parts of China may also be interested in this service (well now they don't have to fly to the US or Australia etc to get married ...)
