For the '谈朋友', it's almost the same as '谈恋爱', but we don't normally use it too much, it is collateral way and not so directly as '谈恋爱'. Quote

Such as, Ayala is 谈恋爱ing with Jennifer Lopez, it mean Ayala and Jennifer Lopez were boyfriend and girlfriend. However, ‘爱上了’ is just a very basic and general mean of ‘love’ or ‘like’, for example, I say I爱上了 Ayala,‘ that means I like or I fall in love with Ayala, however, I am absolutely not sure whether Ayala also loves me or not….alternatively, we can also say ‘after watching the Gone with the wind, I 爱上了Scarlett’, obviously, it’s just a kidding. So, ‘谈恋爱’ means a love of mutually, certainly and a matter-of-fact, but ‘爱上了’…more or less, just as ‘ I like…..’, without any results and consequences. Hope it helps. Quote
