Vietnamese placename - 老街

Quick query - I'm currently working on a translation about the wonderful opportunties for economic cooperation and general friendship and buddiness between China and somewhere in Vietnam called 老街. The client has sent me some 参考资料 which translates 老街 as Caocai. However, I can't find any reference to anywhere called Caocai, and 老街 seems to be Lao Cai. So I think the client is wrong and it should be Lao Cai.

Am I right?

老街 ("Lão Nhai" in Hán/Việt, "Lào Cai" in Vietnamese) means "Old street " .

There is also a 新街 ("New Street " "Tân Nhai" , "Phố Mới" in Vietnamese ) in the province.
