Problems displaying Hanzi

I can enter characters, view characters in explorer, and view most Chinese pages in Firefox. However, I occasionally run into pages where I expect to see Chinese, but see something more like this:

ÎÒÊÕµ½ÄãµÄÐÅÏ¢ÁË£¬ÏëÄã

Now, as I said, most sites work with no problem - it is the occasional site that does this. I wouldn't mind because I don't go to sites entirely in Chinese very often, and the resource sites all work well, but this above was from an email I got. I'd like to see emails from Chinese friends! I have checked nearly every firefox setting (Language settings, Font settings, Character encoding)

Anyone else ever had this happen? :(:help:D

Bizarrely enough, that text doesn't display for me in Firefox or IE on my desktop, yet does on my PDA. It says '我收到了你的信息,想你‘, by the way.

I get

if I manually change the encoding away from UTF-8 in IE7.

I can't think of any specific sites at the moment. The trouble you guys had with it suggests it might be a deeper issue. I'll poke around some more and see what I can find.

I tried several times with Firefox and still couldn't get the e-mail tool to read the text, then switched to IE and it worked right away.
