I think i get the gist of this phrase but i thought i would just see how other people might translate it and if anyone has heard it used before.

I'm thinking that 跟, as opposed to 赶, might slightly change the meaning from 'planning can't keep up with changes' to 'planning can't catch up to changes'. Overly subtle differentiation perhaps. :-?
