HanConv and NJStar both do a decent job at it, but they are not context-senstive and can make mistakes where is not a one-to-one conversion. MS Word's multilingual edition also has such a conversion tool. It makes fewer mistakes, in my experience. Visit the advanced page, ask the software to "Echo Chinese" and specify the desired input/output encodings. http://www.adsotrans.com/new.html Conversion is contextually sensitive.
