I think they like pretending those places are actually what they purport to be, otherwise there would have to be a massive shutdown of them since I think that officially speaking it's illegal. Shutting the places down would put a lot of people out of work. This is just my impression. Quote

I'm 99.9999% sure this isn't happening though. I believe free tests are available to high-risk groups, but there isn't a specific mechanism to target commercial sex workers. Could well be grass-roots non-government organizations doing something similar, although what I've read about is more about prevention than testing. You might find this interview interesting. Quote
