Does the Chinese government, in cities like Shanghai and Hangzhou, test girls in massage parlors for HIVs and other STDs?

That means they would be acknowledging that those foot-massage and hair shampooing places are actually brothels, and that would mean they couldn't go there either. I think they like pretending those places are actually what they purport to be, otherwise there would have to be a massive shutdown of them since I think that officially speaking it's illegal. Shutting the places down would put a lot of people out of work. This is just my impression.

It's not impossible - a forward-thinking health department could do the testing while the local police continue to turn a blind eye. I'm 99.9999% sure this isn't happening though. I believe free tests are available to high-risk groups, but there isn't a specific mechanism to target commercial sex workers. Could well be grass-roots non-government organizations doing something similar, although what I've read about is more about prevention than testing.
